Our Team

Tim Looney has brought together a select and versatile team of engineers with a wide range of experience and specialties, allowing for versatility and scalability of project team sizes for each phase of development.

Each team member has been chosen not only for their individual expertise but also for their ingenuity and ability to find effective and economically-feasible solutions to difficult design problems.  Our team of mechanical, electrical, materials scientists, and biomedical engineers represents over 140 years of collective experience in the fields of research & development, medical device design, as well as contract manufacturing.

We will meet with you, navigate through this device development process and identify the path forward for your medical device.  Our versatility allows us to jump in at any stage of the development process.

Tim has over 25 years of experience with technology projects including scope definition, design, development, schedule management, risk management, requirements gathering, and resource planning. Over his career, he has fulfilled a wide range of duties within engineering, product development, international operations, and quality management systems. Before founding Northeast Biomedical, Tim held several leadership roles at Creganna-Tactx Medical, CorNova, and Atrox Technologies.

In addition to his role at Northeast Biomedical he is a Senior Adjunct Faculty Member at the University of Massachusetts - Lowell, where he teaches courses in Computer Aided Design and New Product Development.

Tim received his B.S. in Mechanical Engineering from the University of Massachusetts – Lowell, his M.S. in Mechanical Engineering from Northeastern University, and his M.B.A. from Suffolk University.

Director of Operations

PAUL CECELYA

Elizabeth is an engineer by training with a passion for project management and early stage concept development. She has worked in the medical field, focusing on research and development, since 2003.

Through her work, she has learned the importance of integrating design for six sigma techniques and DFM into even the earliest stages of innovation.  Given her passion for early-stage concept development, she integrates DFSS tools into her projects and keeps up on the latest ways to innovate.

Elizabeth received her B.S.E. in Biomedical  Engineering from the University of Pennsylvania and her Ph.D. in Mechanical Engineering and Materials Science from Duke University.

Director of Research and Development

ELIZABETH NELSON

Barry has over 40 years of experience in the high tech and medical device fields. His specialty is in medical device design, circuit design, optical components, hardware integration and prototyping.

He received his Associates in Electrical Engineering from the Regional Technical College in Cork, Ireland. He spent over 30 years working as a hardware development engineer in the mainframe computer industry with the Digital Equipment Corporation, Compaq Computer Corporation, and Hewlett-Packard Corporation. Starting in 2004 Mr. O’Donoghue switched his professional focus to medical device development as an independent contractor and later spending over 5 years developing stent systems and near-infrared diagnostic angioplasty balloons with CorNova.

Principal Electrical Engineer

Athena earned her BS in Mechanical Engineering at the University of New Hampshire, where her focus was on fluid mechanics and finite element analysis.  In addition, Athena to has received an MS degree in Biomedical Engineering and Biotechnology, Professional Science Master’s option in 2013.

Athena started with Northeast Biomedical in 2012 and has worked on a variety of programs from automation, instrument, and catheter design. She holds an Engineer-in-Training certificate in the state of New Hampshire, having passed the Fundamentals of Engineering exam in Mechanical Engineering.  Following her undergraduate degree, Athena spent a year as a Mechanical Engineer in R&D for TE Connectivity working in the industry of undersea fiber optic systems.  She has also worked at KMC Systems as a Mechanical Engineer working on the design and development of automated medical and life science instrumentation.

Senior Product Development Engineer

ATHENA OSBOURNE

Zach is currently a senior at University of Massachusetts - Lowell and pursuing his bachelor's degree in Mechanical Engineering. He recently completed a co-op program working for Pfizer in Andover as a Process Engineer before coming to work at NEB. He currently has experience working with SolidWorks and Matlab software and has earned his CSWA Certificate (Certified SolidWorks Associate).

After initially starting his degree working towards becoming a Doctor of Physical Therapy, Zach eventually made the decision to move towards engineering. He has been able to pivot his pursuit of his medical field forward in a new direction working in biomedical engineering. Outside of work Zach enjoys working on vehicles and even built his own Go Kart when he was 13.
